Title bar buttons display as characters

The title bar buttons for minimize, maximize, and close are displayed as characters 0, 2, and r respectively. This affects all versions of Altium. It happens regardless of which user is logged onto the PC. No other applications are affected.

Starting in Version: 18.0
Up to Version: Current

Solution Details

Open the Windows Control panel ► Region ► Administrative tab ► Change system local button ► make sure the "Beta Use Unicode UTF-8 for worldwide language support" is unchecked.  A re-boot may be necessary.
