While EAGLE offers design rules, as most PCB design tools do, sometimes you need more than just basic rules, especially when dealing with difficult-to-route large BGA packages. In Altium Designer, you can assign rules by a particular area and partition that BGA into more readily routable sections. Rooms can also help with component placement, especially when a circuit is used multiple times on a board, such as a multi-channel communications interface.
